Report on Development Cooperation and Partnership in June 2025

This report presents Cambodia’s development cooperation and partnership status as of June 2025. Prepared by the Cambodian Development Cooperation Committee of the Council for the Development of Cambodia, it analyzes cooperation financing, development partner support, grant and concessional loan trends, sectoral allocation, NGO contributions, and financing support for Cambodia’s Sustainable Development Goals. The report shows that cooperation financing averaged about USD 2.1 billion per year during 2021–2025, with grants and concessional loans supporting key sectors such as infrastructure, health, education, agriculture, transport, energy, and water and sanitation. It also reviews partnership mechanisms, technical working groups, and the alignment of development resources with national priorities under the Pentagonal Strategy Phase I and Cambodia’s long-term development vision.
