Operational Manual on Social Accountability Work at Municipal District and Subdistrict Level

This document is an operational manual on social accountability work at municipal, district, and subdistrict level in Cambodia, issued by the National Committee for Sub National Democratic Development Secretariat in June 2026. It provides guidance for implementing social accountability mechanisms between service providers and citizens to improve public service delivery, transparency, accountability, inclusion, and social equity. The manual explains the background of democratic development at the sub national level, the scope and objectives of social accountability, and the roles and responsibilities of supply side actors, demand side actors, local administrations, civil society organizations, community accountability facilitators, and citizen representatives. It also covers training and capacity development, preparation of Information for Citizens posters, budget and resource allocation, data collection, performance reporting, joint accountability action planning, dissemination, implementation, monitoring, and evaluation. This document is useful for studying local governance, decentralization reform, public service accountability, citizen participation, and sub national democratic development in Cambodia.
