Guideline on Determining Professional Positions and Preparing Job Descriptions in the Organizational Structure of Municipal District and Khan Administrations

This document is a guideline on determining professional positions and preparing job descriptions within the organizational structure of municipal, district, and subdistrict administrations in Cambodia. Issued by the National Committee for Sub National Democratic Development Secretariat in December 2025, it provides practical instructions for local administrations to organize staff according to professional skills, actual human resource needs, job responsibilities, and service delivery requirements. The guideline explains the purpose and definition of job descriptions, the process for identifying professional positions, and the use of job descriptions for staff placement, workforce planning, recruitment, appointment, annual work assignment, succession planning, and staff capacity development. It also describes procedures for modifying, deleting, or creating professional positions based on the real needs of each municipal, district, and khan administration.
