Law on Waterway Transport

This document presents Cambodia’s Law on Waterway Transport, promulgated in 2024. The law establishes the legal framework for managing and developing waterway transport and ports in Cambodia. It covers vessel registration and technical inspection, Cambodian flagged vessels, seafarer training and certification, navigation rules, safety and security, environmental protection, maritime accidents, ship arrest, transport of goods and passengers, carrier liability and compensation, port management, port development and operation, port fees, waterway infrastructure, pilotage, shipyards, inspection and control, penalties, transitional provisions, and final provisions. The law also identifies the Ministry of Public Works and Transport as the competent authority for managing Cambodia’s waterway transport sector. This document is useful for studying Cambodia’s transport regulation, maritime law, port governance, inland waterway management, navigation safety, trade logistics, and public infrastructure policy.
