Sub Decree on the Implementation of the Guidelines on Procedures and Rules for Drafting Laws and Other Legal Instruments

This document is a sub decree on the implementation of the Guidelines on Procedures and Rules for Drafting Laws and Other Legal Instruments in Cambodia. It establishes official guidance for ministries and public institutions to prepare draft laws, royal decrees, sub decrees, decisions, proclamations, circulars, and other legal instruments in a consistent, clear, and legally sound manner. The guideline covers the preparation process for initial draft texts, consultation with relevant ministries and stakeholders, preparation of explanatory notes and summary justifications, drafting rules, document structure, formatting standards, use of legal terminology, and required supporting documents. It also provides templates for different types of legal instruments and explains procedures for submitting draft documents to the Office of the Council of Ministers, reviewing them through technical, inter ministerial, final review, and plenary meetings, submitting draft laws to the National Assembly, and handling amendments and entry into force. This document is useful for legal drafting, public administration, regulatory reform, governance, and legal standardization in Cambodia.
