Applying an Inclusive Lens to Artificial Intelligence Innovation The COPAI Experience in Cambodia

This policy brief examines how Cambodia can apply an inclusive approach to artificial intelligence innovation through the experience of the Community of Practice on Artificial Intelligence COPAI. Prepared by United Nations ESCAP with support from Cambodia’s Ministry of Industry Science Technology and Innovation, the document discusses AI for human development, inclusive technology policy, digital transformation, AI governance, data gaps, skills development, research and innovation ecosystems, youth participation, and ethical AI. It reviews Cambodia’s AI opportunities and challenges, including limited research funding, shortage of AI talent, weak data ecosystems, fragmented governance, and weak links between research, industry, and government. It also presents lessons from COPAI, including capacity building, co creation, ecosystem mapping, youth led innovation, frugal innovation, regional cooperation, and culture based ethical frameworks.
