Blueprint for Cambodia Research and Development Management System

This document presents a blueprint for Cambodia’s Research and Development R&D Management System. It supports Cambodia’s national vision to become an upper middle income country by 2030 and a high income country by 2050 by strengthening science technology innovation and research capacity. The document reviews Cambodia’s R&D policy framework, including the National STI Policy 2020 2030, Cambodia STI Roadmap 2030, and National Research Agenda 2025. It analyzes current R&D management practices, challenges faced by researchers and institutions, system requirements, technical feasibility, operational planning, risks, impacts, and recommendations. Key proposed system functions include a research database, project proposal submission, resource allocation management, publication and citation database, researcher expertise profiles, integration with funding sources, data visualization, open science support, and collaboration search tools. This document is useful for studying Cambodia’s research governance, STI policy, digital research management, innovation ecosystem, and national R&D development.
